Business EV charging in Harlow: where does it fit?
Harlow had 73 public chargers on 1 July 2026 [S1]. Both total and rapid provision per resident were below the regional and UK comparisons. Workplace charging deserves a separate assessment from customer charging: your staff's parking time, existing electricity demand and access policy will shape the equipment and operating costs. Checked October 2026.
How should an employment site check power before choosing chargers?
Start with your building’s demand profile and the times vehicles remain parked. UK Power Networks’ service-area map covers this part of Essex; confirm the address using its checker. Your distribution network operator (DNO) runs the local electricity network, while a connection enquiry establishes what your premises can receive. [S3]
For an office, give the surveyor arrival and departure patterns alongside electrical supply records. For production premises, include machinery schedules. Ask for the proposed total charging load and the control method in writing, so the installation can be assessed alongside business operations. The manufacturing guide and workplace guide describe different starting points.
What makes Harlow’s employment locations different?
The council identifies Templefields as an industrial estate with manufacturing space. Its Enterprise Zone page distinguishes that from London Road South’s office space and London Road North’s Nexus and Modus buildings. It also places the zone near the M11. [S8] Those locations suggest different surveys: shift changes, office-day parking and visitors attending meetings should not share an untested demand assumption.
Harlow’s climate strategy records charging at The Stow and Old Harlow, as well as the Nexus and Modus buildings, and describes further facilities as Innovation Park develops. [S7] Existing equipment at those buildings is not a connection offer for another property. Ask your employees whether nearby public facilities actually fit their workday before treating them as substitutes for workplace charging.
What would a weekday workplace installation cost and earn?
An illustration, not a quote. Assume aggregate charging power of 44 kilowatts (kW), delivering 16 kilowatt-hours (kWh) per session. Test 2 / 4 / 6 sessions each day over 240 working days. The assumed user charge is £0.40/kWh, purchased energy £0.22/kWh, and annual software, maintenance and payments £650. Capital is assumed at £10,000–£16,000, before unusual supply works. No price is a local quotation; amounts exclude VAT.
| Host outcome | Low use | Mid use | High use |
|---|---|---|---|
| fully funded: host income/year | £276 | £553 | £829 |
| part funded: net/year | £549 | £1,586 | £2,623 |
| part funded: ROI | 6.9–11.0% | 19.8–31.7% | 32.8–52.5% |
| part funded: payback years | 9.1–14.6 | 3.2–5.0 | 1.9–3.1 |
| self funded: net/year | £732 | £2,115 | £3,497 |
| self funded: ROI | 4.6–7.3% | 13.2–21.1% | 21.9–35.0% |
| self funded: payback years | 13.7–21.8 | 4.7–7.6 | 2.9–4.6 |
Energy sold each year = sessions × 16 × 240. Multiply by £0.40 for sales; multiply by £0.18 and subtract £650 for operating surplus. This paid-use example does not describe a free employee benefit.
Under fully funded, the provider finances, owns and operates the installation; assume you receive 9% of sales. Under part funded, assume you pay £5,000–£8,000 and take 75% of surplus. Self funded assigns the full cost and surplus to you. Simple return on investment (ROI) = host net annual income ÷ host capital × 100. Payback years = host capital ÷ host net income, calculated before rounding.
Exclude grants from this comparison until eligibility is confirmed. Add tax, finance, replacement equipment, rates, land charges and any connection costs to your own calculation. Read the funding guide before judging a proposal on the share percentage alone.

The infrastructure rows come from the public charging series. [S1] Vehicle rows use the licensing series. [S2] Neither measures how many employees would buy energy on your premises. Company vehicles may be registered somewhere other than their operating base. Use the East of England page for regional context, and collect your own staff and visitor records for the investment decision.
What access policy and funding paperwork should you prepare?
Set out who can charge, the payment arrangement and when an employee must release a bay. If customers also use the installation, regulation 3’s workplace exclusion needs separate attention. [S5] Have your solicitor review the access policy alongside lease length, insurance duties and the cost of removing equipment at exit.
WCS has an applicant-wide limit of 40 sockets. [S4] Allocate any remaining entitlement before comparing multi-site proposals. HMRC also lists qualifying new chargepoint equipment for first-year allowances; ask your accountant to check your purchase. [S6] Neither form of support supplies evidence of demand.

Common questions
Can an employee charging area also admit shoppers?
The workplace exclusion in regulation 3 depends on intended users. Customers buying goods or services are treated differently; check mixed access with your solicitor. [S5]
Where does the council identify manufacturing premises?
The Enterprise Zone page describes Templefields as an existing industrial estate offering manufacturing space, distinct from the London Road office and science locations. [S8]
Does charging at Nexus show spare power at another office?
No site entitlement follows from the strategy's description of Nexus and Modus installations. Confirm your own address and supply through the network enquiry. [S7] [S3]
When does current workplace charging support end?
The installer guidance gives 31 March 2027 as the scheme end date. Obtain a voucher and agree the delivery timetable before including support in your budget. [S4]
Can a business claim the allowance for second-hand chargers?
The first-year guidance requires eligible equipment to be bought new and unused. Ask your accountant which allowances apply to the proposed purchase. [S6]
