EV charging for offices and workplaces: should staff pay?
Plan office charging around attendance, commuting energy and a published staff-use policy. DfT recorded 2,017,000 licensed zero emission cars in the UK at the end of June 2026 [S1], but your own staff survey should size the installation. Compare fully funded host income with part funded and self funded payback before choosing a paid service or staff benefit. Checked October 2026.
Why install EV charging at an office or workplace?
Charging can be a staff facility, a fleet requirement or a paid service. Choose the objective before buying equipment. DfT counted 2,017,000 licensed zero emission cars at the end of June 2026. [S1] That national total does not tell you how many employees need to charge at your office on a typical working day.
Ask about commuting energy, home charging, planned electric vehicles and days on site. Separate people who need workplace charging from those who would use it only if free. A staff survey should inform your energy budget, bay allocation and expansion plan without publishing employees’ personal details.
An office and professional practice may have predictable daytime stays. A business park needs agreement between landlord and tenants about shared bays. A call centre should examine shift overlaps. Compare industrial workplaces and the charging-speed guide.
Should staff pay, and how many chargers does your office need?
Calculate total requested energy on a busy attendance day, then compare it with the available charging window. For an assumed example, 8 cars needing 10 kWh each require 80 kWh. Four sockets supplying an average 4 kW for 5 hours deliver 4 × 4 × 5 = 80 kWh before losses. This is a capacity illustration, not a specification. Kilowatts (kW) measure power; kilowatt-hours (kWh) measure energy. AC means alternating current.
Choose a published policy: free within a budget, cost recovery, or a stated commercial tariff. Define booking, priority, session limits and how staff report faults. Avoid a policy that requires constant desk-to-car moves. Review actual use before expanding and provide a separate allocation for vehicles with operational departures.
HMRC’s workplace exemption has conditions, including general employee availability; charging supplied through optional remuneration arrangements is treated differently. [S3] Check with your accountant, especially where salary sacrifice vehicles and charging are offered together. Treat vehicle tax and charging tax as separate checks.
Which funding model suits workplace charging?
Ask each proposal to price your attendance pattern and access policy. Funding does not create demand, and a private staff installation may not meet an operator’s commercial criteria.
| Model | Host provides | Ownership and operation | Host return |
|---|---|---|---|
| fully funded | Bays and a site term | Provider buys, owns and maintains | Revenue share or rent |
| part funded | Shared capital and bays | Provider operates; title agreed | Larger negotiated share |
| self funded | Full project capital | You own; management can be outsourced | Net income or budgeted benefit |
Before agreeing, specify term, tariff control, electricity settlement and rights to reconfigure parking. Ask your solicitor to review exclusivity, liability, insurance, business-rates responsibility, breaks and reinstatement. Use the funding comparison to compare identical scopes.
What could office chargers earn, and how long is payback?
This is an illustration, not a quote. All costs, usage and shares below are assumptions. Sessions are totals across the site. It models paid charging; free charging would instead incur an annual staff-benefit cost.
| Assumed input | Value |
|---|---|
| Equipment | Two 7 kW AC sockets |
| Low / mid / high use | 1 / 3 / 6 sessions per working day |
| Working days / energy per session | 250 / 15 kWh |
| Staff tariff / energy cost | £0.35 / £0.25 per kWh, excluding VAT |
| Software and maintenance | £500 yearly |
| Capital / host part contribution | £6,000–£10,000 / £3,000–£5,000 |
| fully funded host share | 10% of sales; provider pays operating costs |
| part funded / self funded share | 60% / 100% of operating net, including losses |
Assume purchased energy equals billed energy. Annual energy E = sessions × 15 × 250. Sales = E × £0.35. Self funded net = E × (£0.35 − £0.25) − £500. Part funded net = that net × 60%, assuming losses are also shared. Fully funded income = sales × 10%, with no host energy or maintenance chargeback.
| Annual result | Low use | Mid use | High use |
|---|---|---|---|
| Energy, kWh | 3,750 | 11,250 | 22,500 |
| fully funded host income | £131.25 | £393.75 | £787.50 |
| part funded net income | −£75 | £375 | £1,050 |
| self funded net income | −£125 | £625 | £1,750 |
| Return on host capital | Low use | Mid use | High use |
|---|---|---|---|
| part funded simple ROI | −2.5% to −1.5% | 7.5–12.5% | 21.0–35.0% |
| part funded payback, years | None | 8.00–13.33 | 2.86–4.76 |
| self funded simple ROI | −2.1% to −1.3% | 6.3–10.4% | 17.5–29.2% |
| self funded payback, years | None | 9.60–16.00 | 3.43–5.71 |
Simple return on investment (ROI) = annual net ÷ host capital × 100. Payback = capital ÷ annual positive net; negative net has no simple payback. Ranges use the capital endpoints. A provider may reject a fully funded proposal at low utilisation: the arithmetic host payment is not an available offer.
Allow for grants, tax, finance, losses, payment fees, downtime, grid works and replacement separately; none is included here. The high case needs multiple sessions per socket, which may not fit all-day parking. Use the ROI guide to test a policy before selecting equipment.
What supply, parking and solar checks does your workplace need?
Your distribution network operator (DNO) manages local connections. UK Power Networks provides an installer route for chargers, solar and storage. [S4] Ask for a survey of spare capacity during occupied hours and a design that protects building loads. See dynamic load management.
Obtain landlord consent and a local planning assessment. Review step-free access, cable routes, lighting and bay availability. Staff-only chargers excluded from public access are outside DfT’s public charging definition. [S5] Recheck the operating arrangement before allowing evening public use.
Test solar against daytime building consumption and charging together. Request a separate battery comparison including losses, unused weekends and replacement; do not assume a battery improves returns. Do not count the same solar unit as both avoided building imports and electricity sold to a driver.
Which grants and tax rules should you check?
WCS covers up to 75% of eligible costs, capped at £500 per socket and 40 sockets, to 31 March 2027. [S2] HMRC confirms the 100% first-year allowance for qualifying chargepoint expenditure to 31 March 2027 for Corporation Tax. [S6] Check with your accountant; a tax deduction differs from a cash grant.
What should you do next?
Gather staff demand, attendance patterns, electricity bills and the proposed charging policy. Then get matched with an installer that covers your area.
Piggy Pineapple Ltd operates this referral service. We refer enquiries to installer partners and may be paid a fee. Our owner holds shares in at least one partner. Before sharing details, we name the proposed partner and disclose whether our owner holds shares in it. Read how we work.
Common questions
Is free workplace charging a taxable employee benefit?
HMRC provides an exemption for qualifying charging at or near work, available generally to employees there. Optional remuneration arrangements can change the result; check with your accountant. [S3]
Can we include charging in a salary sacrifice arrangement?
Assess charging separately from the vehicle scheme. HMRC says the workplace exemption does not apply when charging is provided through an optional remuneration arrangement. Check with your accountant. [S3]
Can workplace grant chargers serve only visiting clients?
Ordinary business WCS eligibility is for staff or fleet use, so client-only bays should be separated from the grant-funded proposal. [S2]
Do staff-only chargers need public charging payment facilities?
Chargers never accessible to the general public are excluded from DfT's public charging definition. Reassess before opening the gates to other drivers; check with your solicitor. [S5]
Does free workplace charging cover reimbursement at home?
The workplace-facilities exemption does not extend to an employee's home. Other company-vehicle and business-mileage rules may apply; keep reimbursements separate and check with your accountant. [S3]
