Business EV charging in Welwyn Hatfield: which bays are useful?

Welwyn Hatfield had 430 public chargers on 1 July 2026 [S1]. Its provision per resident was above both the regional and UK rates, so a business proposal needs a specific purpose. Staff access, customer dwell time and parking restrictions matter more than a borough-wide total. Compare existing provision before sizing a shared installation. Checked October 2026.

Which existing charging bays could your customers already use?

Welwyn Hatfield’s council lists The Common Multi-Storey in Hatfield and locations including Moors Walk, Hollybush Lane, Haldens and Shoplands in Welwyn Garden City. It requires vehicles in charging-only bays to be actively charging and to follow signed time limits. [S3]

That is a useful starting point for a business survey: map actual walking routes, opening hours and restrictions alongside your own parking. A charger visible on a map may serve a different visit from your premises. Use the Hatfield page and Welwyn Garden City page to narrow the location.

For offices and workplaces, ask employees when they arrive and how much energy they need before leaving. For visitor attractions and leisure, record how long customers stay. Keep occasional visitors separate from regular employee charging.

How should you plan power and shared access before buying chargers?

Check UK Power Networks’ own map and confirm the address with the distribution network operator (DNO). [S4] Prepare your intake details, peak building demand and proposed cable routes. Ask the surveyor to explain the simultaneous charging limit and what happens when building demand rises.

Hertfordshire’s EV programme targets convenient access, particularly for residents without off-street parking. [S10] This supports checking the wider network, but it does not establish private-site grant eligibility or available supply capacity.

Write the shared-bay policy alongside the design: who books, when vehicles move and how access differs for staff and customers. Public and employee-only charging are distinguished in regulation 3 of the Public Charge Point Regulations 2023; check the classification with your solicitor. [S6] A neighbouring council describes commissioning after installation and connection, a sequence to clarify in your handover requirements. [S11]

How much could a shared workplace installation cost and earn?

Consider five alternating-current (AC) chargers. A kilowatt (kW) measures power; a kilowatt hour (kWh) measures energy. This is an illustration, not a quote.

For installations of five to ten 7 kW chargers, the cost reference gives £1,200–£2,000 each plus £3,000–£8,000 shared infrastructure. Groundworks, cable runs and connection are extra. [S8] Ask for payment equipment and site works to be itemised as well. [S9]

Input Assumed value
Chargers 5 × 7 kW AC
Units plus shared infrastructure £9,000–£18,000 from the cited bands
Additional works allowance Assumed £2,000; major supply upgrade extra
Capital range / working figure £11,000–£20,000 / £15,000
Energy per session / operating days 10 kWh / 365 days
Driver price / energy cost £0.45 / £0.25 per kWh
Software and maintenance £900/year
fully funded £0 host capital; 10% of turnover
part funded £7,500 host capital; 50% of net operating income
self funded £15,000 host capital; 100% of net operating income

Session counts are daily averages for the whole site, including closed days. The tariff, energy price, use, operating cost and funding shares are assumptions.

Illustration Low use Mid use High use
Sessions/day, whole site 2 4 6
Annual energy, kWh 7,300 14,600 21,900
fully funded: host £/year £329 £657 £986
part funded: host net £/year £280 £1,010 £1,740
part funded: simple ROI 3.7% 13.5% 23.2%
part funded: payback years 26.8 7.4 4.3
self funded: net £/year £560 £2,020 £3,480
self funded: simple ROI 3.7% 13.5% 23.2%
self funded: payback years 26.8 7.4 4.3

Mid-use energy = 4 × 365 × 10 = 14,600 kWh. Net = 14,600 × (£0.45 − £0.25) − £900 = £2,020. Fully funded income = 14,600 × £0.45 × 10% = £657. Part funded income = £2,020 × 50% = £1,010. Simple return on investment (ROI) = host net ÷ host capital × 100; payback years = host capital ÷ host net.

With fully funded, the provider pays, owns and operates; part funded shares capital and income; self funded leaves the purchase and operating costs with you. Identical assumed capital and net-income splits explain the matching part funded and self funded returns. The low-use payback can exceed equipment life. Figures exclude VAT, tax, finance, payment fees, losses, insurance, rates and replacement, with no grant deducted. Test actual staff attendance through the income and payback tool.

How does the borough compare with regional and UK provision?

The public total on 1 July 2026 included 51 rapid-or-above chargers, rated at least 50 kW. [S1]

Geography Public chargers Public per 100,000 people Rapid or above per 100,000
Welwyn Hatfield 430 350.1 41.5
East of England 9,880 150.2 48.8
UK 121,171 174.9 41.7

Aggregate rates are approximate: infer each council population as chargers × 100,000 ÷ its rate, sum populations and counts, then recalculate. The supplied local rates are rounded. [S1] The borough’s high overall provision does not establish availability during your customers’ visits.

In 2026 Q2 it had 4,682 licensed plug-in vehicles, including 3,036 battery electric vehicles; 3,464 plug-in vehicles were privately kept. These keeper-based figures do not measure commuters or charger use. [S2] The regional overview provides context.

Which grant and contract checks should precede an order?

WCS offers eligible installations up to £500 per socket and currently closes on 31 March 2027. [S5] Check the workplace grant guide. HMRC extends the chargepoint first-year allowance into March 2027 for Corporation Tax and April 2027 for Income Tax; check with your accountant. [S7]

Confirm planning and landlord consent. Have your solicitor review lease length, parking allocation, maintenance, liability, business rates, exit rights and reinstatement before accepting an operating agreement.

How many plug-in vehicles share each public charger here?

Welwyn Hatfield has 8.1 privately kept plug-in vehicles for every public charger, ranked 311 of 357 UK councils (1 = most vehicles per charger). The UK figure is 13.1; the middle council has 17.8.

That is fewer than most councils: the public network here is already relatively dense, so a new site needs a clear reason drivers will stop, such as dwell time or a customer offer.

Vehicles are counted where the keeper lives, and drivers with a driveway often charge at home. Use this as a first screen, not a forecast. Chargers as at 1 July 2026; vehicles as at 2026 Q2.

Common questions

Can drivers leave a car in a council charging bay after charging?

The council says vehicles must be actively charging and comply with the signed time limit. Use a similar clear instruction in your operating brief, with a process for moving vehicles. [S3]

Does the Hatfield council charging location include parking charges?

The council lists The Common Multi-Storey Car Park and says standard parking charges apply. Compare parking and charging prices separately when reviewing nearby alternatives. [S3]

What must a public charging price show?

Regulation 11 requires the price in pence per kWh. Ask your operator to show how the driver sees the energy price before charging, and check the arrangements with your solicitor. [S6]

Can WCS support a business with several premises?

Its limit is 40 sockets across all sites per applicant, with a £500 per-socket cap. Count previous applications before assigning sockets to this project. [S5]

Can chargers be used as soon as they are installed?

The neighbouring council's commissioning account separates installation, grid connection and operational testing. Put an actual charging test into your handover plan before announcing availability. [S11]

Does a first-year allowance remove the commercial risk?

No. The allowance concerns qualifying tax expenditure; it does not establish charger demand or pay the whole capital bill in cash. Check its treatment with your accountant. [S7]
