What should Middlesbrough businesses budget for EV charging?
Middlesbrough had 142 public chargers on 1 July 2026 [S1]. Both public and rapid provision per resident were below the regional and UK comparisons. A workplace should still size charging around attendance and vehicle schedules. Paid staff charging can be modelled as income, while charging your own vehicles needs a different business case. Checked October 2026.
Which vehicle demand can your Middlesbrough site actually serve?
The supplied licensing data records 2,699 plug-in vehicles in 2026 Q2, including 1,778 battery electric vehicles and 1,987 privately kept plug-ins [S2]. The categories overlap. A keeper address does not establish where a vehicle parks or buys electricity.
For paid staff charging, ask about office attendance and whether drivers need a top-up during work. For your own vehicles, collect return times and departure energy needs. Charging the company fleet creates no external charging sales. Use workplace guidance for staff access and depot guidance for vehicle operations.
Middlesbrough’s transport strategy identifies Riverside Park, Middlehaven and James Cook University Hospital among potential sustainable travel hub destinations, and seeks charging provision on and off street [S4]. That supports investigating different journey types; it does not demonstrate profitable charging demand at a nearby property.
How far does public provision trail the regional comparison?
| On 1 July 2026 | Middlesbrough | North East | UK |
|---|---|---|---|
| Public chargers per 100,000 people | 90.9 | 150.2 | 174.9 |
| Rapid chargers per 100,000 people | 25 | 37.1 | 41.7 |
The council had 142 public chargers, including 39 rapid chargers [S1]. Comparisons are approximate:
The regional and UK calculation uses council rows in the supplied dataset. Estimate population from each charger count ÷ its published per-capita rate × 100,000, then divide combined counts by combined populations. Rounded inputs mean approximate rates. Compare the North East charging picture.
The council’s charging page lists Binks Street, Buxton Street, Mima and Stewart Park, and flags Captain Cook multi-storey charging as temporarily unavailable [S10]. Check operating status when surveying alternatives. An installed count alone does not tell you which service a driver can use.
What would paid workplace charging earn at different attendance levels?
Consider an illustration, not a quote for a small workplace. Kilowatts (kW) describe power; kilowatt hours (kWh) describe energy. The equipment uses alternating current (AC).
Five units at £1,200–£2,000 each plus £3,000–£8,000 shared infrastructure give £9,000–£18,000 [S8]. Allow another assumed £3,000 for extra groundworks, cable runs and connection: total £12,000–£21,000. A major supply upgrade would be additional. Compare those inclusions with the infrastructure quote breakdown [S9].
| Input | Assumption for this illustration |
|---|---|
| Chargers | 5 × 7 kW AC |
| Sessions per day across the site, low / mid / high | 3 / 6 / 9 |
| Trading days yearly / energy per session | 250 / 18 kWh |
| Driver tariff / energy cost | £0.42 / £0.24 per kWh |
| Annual software, maintenance and payment costs | £900 |
| Total capital / part funded host contribution | £12,000–£21,000 / £6,000–£10,500 |
| Host shares: fully funded / part funded / self funded | 10% of sales / 50% of net / 100% of net |
| Annual result | Low use | Mid use | High use |
|---|---|---|---|
| Energy sold, kWh | 13,500 | 27,000 | 40,500 |
| fully funded host income | £567 | £1,134 | £1,701 |
| part funded host net | £765 | £1,980 | £3,195 |
| self funded host net | £1,530 | £3,960 | £6,390 |
| Simple ROI, part funded and self funded | 7.3–12.8% | 18.9–33.0% | 30.4–53.3% |
| Payback, part funded and self funded, years | 7.8–13.7 | 3.0–5.3 | 1.9–3.3 |
For each attendance scenario, calculate energy = sessions × 250 × 18, and sales = energy × £0.42. Deduct energy × £0.24 and £900 service costs to obtain annual net. A fully funded provider buys, installs, owns and operates the system, paying you an assumed 10% of sales. For part funded, the host pays half the capital and receives half the remaining net. self funded means paying the whole investment for all net income.
Return on investment (ROI) divides your annual net by your capital contribution and multiplies by 100. To find payback in years, divide that contribution by annual net. Equal capital and income proportions produce matching results for part funded and self funded. Tariffs, usage, shares and operating costs are assumptions; VAT, grants, tax, interest, replacement, business rates and outages are omitted. Enter your own figures in the income and payback tool.
Allow for hybrid attendance and holidays. The high case needs daytime turnover: agree how staff move vehicles and book the next session before relying on that income.
Why settle the power and access plan before signing?
Northern Powergrid’s own mapped substation areas cover this part of the North East [S3]. The distribution network operator (DNO) manages the local electricity network. Send it the proposed load schedule and existing supply information; a heat map is an early investigation tool, not a premises connection offer.
Ask your designer to consider workshop or building demand alongside charging. If a solar or battery option is proposed, require measured interval demand and separate costs. Do not assume daytime generation will cover vehicles returning after work.
Public customer charging needs assessment under the Public Charge Point Regulations 2023 [S6]. Have your solicitor check access classification, planning, lease permissions and liability. Keep delivery routes and pedestrian access clear in the proposed bay layout.
Which funding terms change the business case?
A fully funded provider pays, installs, owns and operates; you supply space and take the agreed share. part funded divides capital for a larger host return. self funded means paying for the installation and keeping net income after running costs. Ask who pays for electricity, software, faults, insurance and business rates under each proposal.
Eligible WCS installations can receive up to £500 per socket through 31 March 2027 [S5]. HMRC’s chargepoint first-year allowance covers qualifying new, unused equipment bought before April 2027; check with your accountant [S7]. Neither support is deducted in the example.
Have your solicitor examine contract length, redevelopment, assignment, early exit and equipment removal. Compare the definition of income before comparing a headline percentage.

How many plug-in vehicles share each public charger here?
Middlesbrough has 14 privately kept plug-in vehicles for every public charger, ranked 231 of 357 UK councils (1 = most vehicles per charger). The UK figure is 13.1; the middle council has 17.8.
That is fewer than most councils: the public network here is already relatively dense, so a new site needs a clear reason drivers will stop, such as dwell time or a customer offer.

Common questions
How much infrastructure should a workplace quote include?
For five to ten 7 kW units, the benchmark adds £3,000–£8,000 shared infrastructure to unit costs. Groundworks, cable runs and connection remain extra. [S8]
Can a business apply for WCS across multiple sites?
The limit is 40 sockets across the applicant's sites. Check earlier awards before allocating the remaining allowance between premises. [S5]
Are charging and parking charges the same payment?
Middlesbrough Council says charging is separate from parking in its car parks. Your own tariff information should make any parking charge explicit too. [S10]
What equipment qualifies for the chargepoint first-year allowance?
HMRC lists new, unused chargepoint equipment bought before April 2027. Check with your accountant how the qualifying cost and timing apply to your business. [S7]
What needs to be written into a charger-sharing policy?
Set out staff, fleet and customer access separately. Regulation 3 treats workplace access differently from charging offered to customers. Check mixed arrangements with your solicitor. [S6]
How can you compare delivery times between quotes?
Request a schedule that separates survey, connection approval, civil works and commissioning. The cost guide identifies the network stage as a potential source of delay. [S9]
