Business EV charging in Darlington: fleet demand or public use?
Darlington had 161 public chargers on 1 July 2026 [S1]. Both total and rapid provision per resident were below the regional and UK comparisons. Its vehicle registrations still cannot establish demand at your premises. For a workplace or depot, begin with vehicle return times and energy needs before estimating charging income. Checked October 2026.
What does Darlington’s vehicle count actually tell a business?
Darlington’s supplied DfT records show 6,221 plug-in vehicles in 2026 Q2, including 4,812 battery electric vehicles. The privately kept plug-in total was 2,365 [S2]. These overlapping categories are not daily charging customers.
A company registration address may differ from where its vehicles work or recharge. Avoid multiplying the borough total by a tariff. For your own fleet, obtain actual return times, next departures and energy required. For staff, ask who needs workplace access and how often they attend.
Start with the fleet and depot guidance if vehicles are part of your operation. Use office and workplace guidance when private staff vehicles are the intended users. Keep both schedules separate in the survey.
How does public provision compare with the North East?
Public charger provision per resident is below the regional comparison on both measures [S1].
| On 1 July 2026 | Darlington | North East | UK |
|---|---|---|---|
| Public chargers | 161 | 4,147 | 121,171 |
| Public per 100,000 people | 143.1 | 150.2 | 174.9 |
| Rapid chargers | 28 | 1,023 | 28,887 |
| Rapid per 100,000 people | 24.9 | 37.1 | 41.7 |
Rates for the region and UK use the supplied council rows. Derive each population as charger count ÷ reported per-capita rate × 100,000, sum populations, then calculate the aggregate rate. Rounding in the inputs makes the result approximate. See the North East overview.
The council’s charging policy names existing car park provision at Abbots Yard, Commercial Street West, Feethams Multi Storey and other locations. It also identifies access for residents without off-street parking as a priority [S4]. These are places to investigate when comparing your proposed service with public alternatives.
What could paid workplace charging earn across a working year?
This is an illustration, not a quote, for paid staff charging, not income from charging your own fleet. Kilowatts (kW) measure power and kilowatt hours (kWh) measure energy. The equipment uses alternating current (AC).
For five to ten 7 kW workplace units, the published benchmark is £1,200–£2,000 each plus £3,000–£8,000 shared infrastructure [S8]. Five units therefore give £9,000–£18,000 before extra groundworks, cable runs and connection. Add an assumed £2,000 for those items to reach £11,000–£20,000. Major supply works would be additional; the infrastructure cost guide explains the separate quote components [S9].
| Input | Illustration assumption |
|---|---|
| Equipment | 5 × 7 kW alternating-current (AC) chargers |
| Sessions across the site, low / mid / high | 3 / 5 / 8 per operating day |
| Operating days / energy per session | 250 yearly / 16 kWh |
| Driver tariff / purchased electricity | £0.40 / £0.22 per kWh |
| Software, maintenance and payment fees | £800 per year combined |
| Total capital / host’s part funded capital | £11,000–£20,000 / £5,500–£10,000 |
| fully funded / part funded / self funded host share | 10% of sales / 50% of net / 100% of net |
| Annual result | Low use | Mid use | High use |
|---|---|---|---|
| Energy sold, kWh | 12,000 | 20,000 | 32,000 |
| fully funded host income | £480 | £800 | £1,280 |
| part funded host net income | £680 | £1,400 | £2,480 |
| self funded host net income | £1,360 | £2,800 | £4,960 |
| Simple ROI, part funded and self funded | 6.8–12.4% | 14.0–25.5% | 24.8–45.1% |
| Payback, part funded and self funded, years | 8.1–14.7 | 3.9–7.1 | 2.2–4.0 |
Annual energy = sessions × 250 × 16. Sales = energy × £0.40; net = energy × (£0.40 − £0.22) − £800. Fully funded assumes 10% of sales for the host, with provider-paid capital and operating costs. Part funded assumes half the capital and half the net after operating costs. Self funded retains the entire net.
Simple return on investment (ROI) = annual host net ÷ host contribution × 100. Payback = contribution ÷ annual host net. The part funded and self funded percentages coincide because the assumed shares coincide. All operating inputs are assumptions, excluding VAT, grants, tax, financing, replacements and downtime. No productivity benefit is counted. Rework the payback calculation if staff attendance changes.
What network information should you send with the enquiry?
The network coverage map identifies Northern Powergrid for the North East [S10]. Its own substation dataset and mapping provide local network locations and ratings [S3]. A distribution network operator (DNO) manages those distribution assets; confirm responsibility for your exact premises.
Send existing maximum demand, the proposed daily charging schedule and any future fleet plans. Ask the assessor to model simultaneous building loads. A solar or battery option should use the same load data and show its own costs, rather than being added as an assumed charging saving.
Reserve delivery routes and pedestrian access in the layout. Agree who controls shared bays and what happens when a staff vehicle remains after charging.
Which funding and permission questions need written answers?
For fully funded, document the provider’s obligations and payment basis. Part funded needs a clear division of capital, income and ownership. Self funded needs priced maintenance and software support. Have your solicitor review planning, landlord consent, lease length, liability, business rates allocation, redevelopment and removal terms.
Eligible WCS installations can receive up to £500 per socket within scheme limits through 31 March 2027 [S5]. HMRC also lists qualifying new, unused charging equipment bought before April 2027 for first-year allowances; check with your accountant [S7]. Public customer access needs review under the Public Charge Point Regulations 2023 [S6].

Prepare a vehicle schedule and electricity information, then get matched with an installer that covers your area.
The operator of this referral site is Piggy Pineapple Ltd. We refer enquiries to installer partners and may be paid a fee. Our owner holds shares in at least one partner. We identify the proposed partner and disclose any shareholding the owner holds in that company before passing on your details.
How many plug-in vehicles share each public charger here?
Darlington has 14.7 privately kept plug-in vehicles for every public charger, ranked 218 of 357 UK councils (1 = most vehicles per charger). The UK figure is 13.1; the middle council has 17.8.
That is fewer than most councils: the public network here is already relatively dense, so a new site needs a clear reason drivers will stop, such as dwell time or a customer offer.

Common questions
Can employees and customers share the same access policy?
Identify them separately: regulation 3 distinguishes workplace users from customers buying goods or services. Have your solicitor review mixed access before operation. [S6]
Does fleet charging create sales revenue?
Not when you charge your own vehicles. Replace the sales line with measured avoided charging expenditure; the supplied licensing table records vehicles, not charging receipts. [S2]
Can you apply for workplace support across several premises?
Yes, subject to the applicant's cumulative 40-socket WCS cap. Check existing awards before splitting an application across sites. [S5]
How do you prevent a grant claim being too late?
Arrange installation and redemption within the voucher validity, normally 180 days. Confirm the scheme's final dates before scheduling work. [S5]
Is equipment already bought second-hand eligible for the first-year allowance?
The chargepoint allowance requires new, unused equipment. Check other tax treatment with your accountant rather than assuming the same deduction applies. [S7]
Can nearby substation data confirm your connection capacity?
Northern Powergrid's dataset lists substation locations and ratings. Use it for initial investigation, then obtain a premises-specific assessment rather than treating a map as an offer. [S3]
