Business EV charging in Wealden: can a rural site earn income?
Wealden had 192 public chargers in the July snapshot [S1]. Its public charger density is below the regional and UK comparisons, but that does not establish demand at your premises. Assess local parking restrictions, visitor dwell time and electricity capacity before comparing fully funded income with the payback from investing your own capital. Checked October 2026.
Where could your Wealden site fill a charging gap?
The council’s charging page lists locations from Forest Row and Crowborough to Pevensey Bay and Alfriston [S8]. Treat these as separate catchments when checking alternatives near your entrance. A district-wide shortfall does not tell you whether a customer needs energy during a particular visit.
For a farm shop or garden centre, record charging enquiries against actual visit lengths. For a rural business, separate staff vehicles from visitors. Before offering public access, walk the route from the road to the bays after closing time. Check that delivery vehicles and pedestrians can still pass.
How does Wealden compare with the South East?
Use the supplied council extract for 1 July 2026: 192 public chargers, including 47 rapid or above [S1]. Wealden’s lower overall density warrants a catchment survey, not an assumption of sales.
| Geography | Public per 100,000 people | Rapid or above per 100,000 |
|---|---|---|
| Wealden | 115.0 | 28.2 |
| South East, calculated | 159.4 | 39.7 |
| UK, calculated | 174.9 | 41.7 |
Regional and UK rates are calculated from src/data/local-authorities.json. Infer council population as public chargers ÷ published density × 100,000; sum populations and charger counts, then recompute each rate. Rounded input densities make these comparisons approximate [S1].
Wealden’s 2026 Q2 record has 6,509 licensed plug-in vehicles, including 4,271 battery electric vehicles and 5,495 privately kept plug-in vehicles [S2]. Keeper-address registrations do not measure visits or charging use. Compare the South East regional context with your own parking observations.
What could a small destination installation return?
With fully funded, the other party pays for, installs, owns and operates the chargers; you supply land and receive a revenue share. Part funded combines your capital with theirs for a larger agreed share. Self funded means you pay the capital and retain income after operating costs. Availability and contract terms require an actual offer.
This is an illustration, not a quote. kW means kilowatts of power; kWh means kilowatt-hours of energy. Budget two units at £1,400–£2,500 each [S5], plus assumed extras of £1,200–£2,000, giving £4,000–£7,000. Groundworks, cable runs and connection are extra to the unit prices; the allowance is only an assumption. Separate cost lines matter when comparing scope [S6].
| Assumed input | Value |
|---|---|
| Equipment | Two 7 kW alternating-current (AC) chargers |
| Whole-site sessions per day, low / mid / high | 1 / 2 / 4 |
| Days per year; energy per session | 300; 12 kWh |
| Driver price; energy purchase cost | £0.55/kWh; £0.25/kWh |
| Software and maintenance per year | £360 |
| Total capital range | £4,000–£7,000 |
| Fully funded host share | 10% of sales; funder pays all operating costs |
| Part funded contribution; host net share | £2,000–£3,500; 50% |
| Self funded contribution; host net share | £4,000–£7,000; 100% |
| Annual result | Low use | Mid use | High use |
|---|---|---|---|
| Fully funded host income | £198 | £396 | £792 |
| Part funded host net | £360 | £900 | £1,980 |
| Self funded host net | £720 | £1,800 | £3,960 |
| Part funded simple ROI | 10.3–18.0% | 25.7–45.0% | 56.6–99.0% |
| Self funded simple ROI | 10.3–18.0% | 25.7–45.0% | 56.6–99.0% |
| Part funded payback, years | 5.6–9.7 | 2.2–3.9 | 1.0–1.8 |
| Self funded payback, years | 5.6–9.7 | 2.2–3.9 | 1.0–1.8 |
Redo the calculation as follows: annual energy = daily sessions × 12 × 300; sales = energy × £0.55. Operating net = energy × (£0.55 − £0.25) − £360. The fully funded host takes 10% of sales; the part funded host takes 50% of net for 50% of capital. Return on investment (ROI) = host net ÷ host capital × 100; payback = host capital ÷ host net.
The matching part funded and self funded returns result from proportional shares, not standard market terms. All other inputs are assumptions. Figures exclude VAT, tax, finance, charging losses, replacements and extra property costs. Add actual survey costs and rerun the income calculation before investing.
The assumed seasonal opening pattern matters: a closed car park earns no charging sales in this calculation. Record quiet weekdays as well as busy weekends before replacing these session assumptions. A fully funded offer may still be declined if the proposed income does not support the other party’s costs.
Could solar car ports change the site layout?
The council proposes solar car ports in the lower section of Vicarage Lane car park in Hailsham, with generation intended to serve its nearby offices [S10]. This is a local design example, not evidence of your site’s return. If you are considering solar photovoltaic panels, compare daytime building demand with vehicle arrival times. Price canopy foundations and the roof structure separately from charging equipment.
UK Power Networks’ own coverage map is the starting point for Wealden’s distribution network operator (DNO), the company responsible for local electricity cables [S9]. Confirm the premises through its address checker. Ask for a written capacity assessment before reserving the location of a canopy or charger. Use the site power tool to prepare the loads you want assessed.
Which grant and contract checks come before installation?
WCS offers eligible sockets up to £500 through 31 March 2027 [S3]. Public tariffs use pence per kWh [S4]. Qualifying new chargepoint equipment bought before April 2027 can receive 100% first-year allowances [S7]; check with your accountant.
Council parking time restrictions vary by location [S8]. For your own bays, specify opening hours and maximum stay in the offer documents. Have your solicitor review the lease term, redevelopment rights, early exit, equipment removal and reinstatement. Allocate insurance, accident liability and business rates in writing. A maintenance schedule should identify who answers faults when your business is closed.

That is more than most councils, which can point to demand that public charging does not yet meet, especially where many homes have no driveway.
Public charging funding: East Sussex has £4,441,000 of Local Electric Vehicle Infrastructure (LEVI) capital funding (approved for delivery). LEVI is aimed mainly at areas where many homes have no off-street parking, and the authority chooses the operators and sites. LEVI allocations (GOV.UK)
