What are estimated and actual meter reads?

An estimated meter read is a calculated figure used when an actual reading is unavailable. An actual read comes from the meter, manually or remotely [S1]. Correcting estimates can change your business bill. Ofgem's 12-month back-billing protection covers qualifying microbusiness circumstances in Great Britain, with exceptions; it is not a limit applying to every business debt [S2]. What is the difference between estimated and actual meter reads?

An estimated meter read is a calculated substitute for a meter reading; an actual read is obtained from the meter by a person or remotely. Estimates may be used when your supplier has not received a usable reading [S1].

Why it matters for your site: a bill based on estimates can misstate the consumption you use to size chargers, solar or batteries. Check the read type before treating a billed total as measured demand. Use your business electricity bill explained for the other bill lines.

Why can an actual read change the amount billed?

A new reading can reconcile consumption against earlier estimates. It can reveal underbilling [S1]. For an illustration, assume a simple electricity register measured in kilowatt-hours (kWh, a unit of energy), with no multiplier or meter change. An opening read of 10,000 and closing read of 12,400 mean 2,400 kWh used. If the estimated close was 12,000, the difference is 400 kWh. All figures are assumptions.

Request a corrected bill showing which estimates were replaced and the applicable rates. Keep the original bills. This avoids mistaking a cumulative register value for consumption during one billing period.

How should you submit and check a reading?

Use your supplier’s business account channel. Match the meter serial number and register to the bill, record the date and reading, and retain a photograph and submission acknowledgement. Ask the supplier to confirm how any multiple registers or multiplier should be reported. If smart readings have stopped arriving, ask it to investigate and submit manual readings meanwhile [S3].

In Great Britain, Ofgem restricts recovery for certain energy use more than 12 months old for microbusinesses, subject to conditions and exceptions [S2]. Read business energy back-billing rules before assuming an old charge is protected. Check disputed liability with your solicitor.

Common questions

Is a fixed Direct Debit an actual meter reading?

No. It is a payment arrangement. Ofgem distinguishes monthly payment calculations from meter readings and energy consumption; check the readings used on the bill [S1].

Can a smart meter still lead to estimated bills?

Yes, if readings are not reaching your supplier. Check the readings being received and provide manual ones while a communications problem is investigated [S3].

How often should a business without remote readings submit a read?

Ofgem's business advice recommends monthly readings where there is no smart or automated meter. Use the supplier's stated submission channel and keep confirmation [S1].

Can a corrected bill include an additional payment?

Yes. Actual readings can reveal consumption above earlier estimates. Request the reconciliation rather than treating the new meter figure as additional consumption by itself [S1].

Does the back-billing limit cancel accurately billed unpaid debt?

No. Ofgem says accurate bills remain payable. Its protection concerns qualifying previously unbilled or inaccurately billed energy, subject to exceptions including obstructive behaviour [S2].
