What is ANPR in car parks?

ANPR means automatic number plate recognition: cameras read vehicle registrations and can attach arrival and departure records [S1]. It does not itself prove a charging session. Schedule 4 of the Protection of Freedoms Act provides a conditional keeper-liability route for relevant private parking in England and Wales [S2]. Agree privacy and enforcement responsibilities before deployment. Checked October 2026.

What does ANPR mean in a car park?

ANPR is automatic number plate recognition: cameras capture a vehicle registration and images, commonly alongside the time and location [S1]. At an entrance, that records a vehicle passing a camera. It does not establish when electricity flowed into its battery.

Why it matters for your site: your parking and charging records need different clocks. Agree how staff will investigate a driver who queued, encountered a fault or returned later. Use parking and charging pricing for the wider customer terms.

How do UK GDPR duties affect your cameras?

The ICO’s UK GDPR guidance says to assess necessity and proportionality through a data protection impact assessment before deployment. Provide clear signs, justify retention and ensure any data sharing is lawful [S1]. Map responsibilities using driver data from chargers.

Ask who can correct a registration mismatch, retrieve evidence and answer a driver’s data request. If you connect charging records to camera records, document the purpose and access permissions before switching on that link. Check the arrangements with your solicitor.

Does a number-plate image make the keeper liable?

Schedule 4 of the Protection of Freedoms Act 2012 sets conditions for recovering unpaid parking charges from a vehicle’s keeper on relevant land in England and Wales. Notices and other statutory conditions matter; a camera image alone does not complete that process. Check jurisdiction and land status with your solicitor [S2].

The British Parking Association (BPA) and International Parking Community (IPC) jointly publish an industry code. It is distinct from legislation, and its transition provisions matter for existing sites [S4]. The code requires camera evidence checks, including accurate timestamps and manual quality control [S3]. Ask your contractor which provisions apply to your car park.

Common questions

Is a vehicle registration personal data?

The ICO says it usually is, depending on context. Surveillance used to identify a driver or keeper falls within personal-data processing even without recording their name initially [S1].

What should camera signs tell drivers?

Make camera use and the organisation operating it clear. The ICO calls for visible signs and information allowing drivers to enquire about their data [S1].

How long should your site retain number-plate records?

Set a period justified by your purpose and delete records when no longer needed. The ICO does not prescribe one universal retention period for every ANPR car park [S1].

Can an ANPR system merge separate visits by mistake?

Yes. The sector code identifies missed entries or exits as a risk and requires manual quality checks on camera evidence, including timestamps and registration errors [S3].

Does paying to charge automatically create a parking exemption?

No. Check the displayed parking conditions and any validation arrangement. Camera evidence and parking terms must support enforcement; a charging receipt alone does not rewrite those terms [S2], [S3].
