Can public sector decarbonisation funding pay for solar?
Public sector solar can form part of a wider heat decarbonisation project, but PSDS Phase 4 closed to new applications in November 2024 [S1]. It is not an open standalone solar grant. Your route depends on your organisation, nation and project scope. Confirm eligibility and funding availability before ordering surveys or equipment. Checked October 2026.
Can PSDS fund solar panels without replacing the heating?
Under the published Phase 4 rules, solar panels must support a building that is also receiving a funded low-carbon heat source in the same project. A standalone roof array does not satisfy that condition. Solar PV means photovoltaic panels that generate electricity. Start with your heating and estate plan, rather than designing an array and hoping a grant will cover it. [S2]
The application window closed in November 2024. Continuing awards and construction are delivery activity, rather than evidence that your organisation can submit a fresh application. The government page distinguishes the closed round from grants still being awarded. Ask your estates lead whether you already hold an award before spending time on an application pack. [S1]
If you are already a recipient, ask your Salix relationship manager to confirm whether the proposed solar work is within your approved scope. Put the question in writing with the building address, electrical design and cost breakdown. Treat a change in equipment, programme or site as something to resolve before instructing work. For related options, read Great British Energy solar funding.
Does your public sector organisation need to own the building?
Salix allows ownership or a long-term lease that makes the public body responsible for operating and maintaining the building services. Its FAQ also discusses buildings under Private Finance Initiative arrangements. Paying the energy bill alone is not the stated eligibility test. Your estates and procurement teams should identify the legal applicant and the rights it actually holds. [S2]
Create a property pack showing the lease, roof responsibility, proposed equipment owner and any landlord consent still outstanding. Ask your solicitor to reconcile the solar agreement with existing repair and access obligations. In a shared building, record who consumes the electricity and who receives any export income. Do not assume those parties are the same organisation.
The roof suitability guide helps scope the physical survey. Keep that decision separate from grant eligibility: a fundable organisation can still have an unsuitable roof.
Which funding route should your nation investigate?
PSDS covers public bodies in England and areas of reserved public services across the UK. It should not be described as a blanket scheme for every devolved public estate. Use your organisation’s jurisdiction and service responsibility to choose the next enquiry. [S3]
| Site responsibility | Route to investigate | What to confirm before spending |
|---|---|---|
| England or reserved public services | PSDS guidance and existing award status | Whether an application route is open [S3], [S1] |
| Welsh public estate | Welsh Government Energy Service | Current grant or loan route and eligible measures [S4] |
| Scottish public estate | Scottish Government scheme guidance | Solar eligibility separately from heat development [S5] |
| Devolved Northern Ireland estate | Your sponsoring department or council | A current written funding route; none is verified here |
The Welsh Energy Service lists renewable energy, design and low-carbon project support routes. A listing is a starting point: ask the service which programme fits your ownership, project stage and completion plan. Do not carry a grant amount from an earlier round into a new budget. [S4]
Scotland’s Public Sector Clean Heat Development Fund overview now says applications are closed. Its purpose was project development for heat networks and off-gas-grid clean heat, rather than buying a standalone solar array. Do not present a feasibility fund as a solar installation grant. [S5]
Can a school use private investment instead of a grant?
The Department for Education describes an England pilot using power purchase agreements for school and college solar. A power purchase agreement, or PPA, is a contract to buy generated electricity. It is a different route from a capital grant, with its own eligibility and procurement arrangements. Check the pilot guidance with your responsible body rather than assuming your school is included. [S6]
Compare PPAs and buying solar using the same consumption forecast. Under a proposed fully funded arrangement, request the electricity price, price review mechanism, term, maintenance obligations and exit schedule. For part funded or self funded proposals, ask for the host’s capital contribution and annual net benefit after operating costs. These are options to investigate, not confirmed grant structures.
What should your estates team prepare before seeking funding?
Build an evidence pack that another officer can review without relying on the sales presentation:
- Identify the applicant, building ownership and responsible budget holder.
- Describe the heat project and explain which electrical demand solar would serve.
- Supply electricity consumption records and distinguish occupied periods from closures.
- Request a roof condition report and an installation layout with maintenance access.
- Separate equipment, electrical work, roof repairs and professional fees in the estimate.
- Identify planning, landlord, network and procurement decisions that remain unresolved.
Ask the installer to show the annual generation forecast and the share your building would use directly. Ask for a separate export assumption. Compare projected bill reductions with operating costs and your actual contribution. A grant reduces the amount you fund; it does not establish useful generation or a credible return. Keep unconfirmed funding out of the approved base case.
Have your procurement lead confirm the purchasing route and your solicitor review the agreements. Ask your accountant to check VAT recovery and the budget treatment. This is general information, rather than finance, tax or legal advice.
What should you do next?
Send your building postcode, responsible body, roof information and funding status to get matched with an installer that covers your area. State whether you hold an award or are still investigating eligibility, so the next discussion starts from the right position.
Piggy Pineapple Ltd operates this referral service. We refer enquiries to installer partners and may be paid a fee. Our owner holds shares in at least one partner. Before passing on your details, we name the proposed partner and disclose any shareholding our owner holds in it. Read how we work.
Common questions
Can a parish council qualify for PSDS?
Salix says parish and town councils meet Phase 4 eligibility if they own the site. That does not reopen the closed application round or establish that every proposed measure qualifies. [S2][S1]
Can a GP practice assume it qualifies as an NHS building?
No. Salix excludes GPs unless they are contracting authorities of an eligible body and satisfy the ownership or long-lease conditions. Confirm the applicant entity before developing a bid. [S2]
Does previous Salix funding prevent another application?
The Phase 4 FAQ allows previous recipients to apply but asks them to disclose earlier funding to their relationship manager. That is a historical eligibility rule, not an open invitation today. [S2][S1]
Is submitting first how Phase 4 applications were prioritised?
No. Salix describes a targeted allocation process after the portal closed, rather than first come first served. Do not reuse an old application process for a future round without checking its guidance. [S2]
Can an old boiler alone establish eligibility?
No. Phase 4 required end-of-life fossil heating, defined for this purpose as at least 10 years old at removal, alongside the other project criteria. Solar alone does not meet the heating requirement. [S2]
