Can your business install solar panels on an asbestos roof?

Do not commission panel installation on a suspected asbestos roof before competent asbestos and structural assessments. HSE distinguishes 2 survey types: management, and refurbishment or demolition [S1]. The proposed work determines the survey scope. Compare retaining the roof, replacing it or using another location, with safe future maintenance included. Checked October 2026.

Can you put solar panels on an asbestos roof?

Treat this as a building and work-method assessment before it becomes a panel order. A roof may need separate checks for asbestos, structural capacity and safe access. HSE says roofs should be treated as fragile until a competent person confirms otherwise [S2]. A visual inspection from the car park does not settle suitability.

Ask the asbestos surveyor, structural engineer and solar designer to review the same proposal. Show the roof areas, intended mounting points, cable routes and future maintenance access. Ask for a written decision on whether the proposed works can proceed safely, need redesign or depend on roof replacement. This page does not provide a fitting method or establish that a particular roof can take panels.

For a leased building, involve the landlord before design work progresses. HSE explains that asbestos-management responsibility can depend on maintenance obligations and control of non-domestic premises [S3]. Check the lease with your solicitor; do not assume that buying the solar equipment determines the building dutyholder.

Which asbestos survey does the project need?

Give the surveyor the scope of works, including work below the roof. HSE distinguishes a management survey for normal occupation from a refurbishment or demolition survey for affected work. Hidden materials and areas excluded from a previous inspection need attention before structural work starts [S1]. Ask the surveyor to state the survey’s limits and any remaining assumptions clearly.

Request an asbestos register or survey report that the roof and solar contractors can actually use. Ask the project team to resolve inaccessible areas before fixing the final design and contract price. Do not let different contractors assume that another firm has checked the drilling locations or cable penetrations.

Use roof suitability and structural surveys to prepare the engineering brief. Ask it to address roof condition, supporting structure, proposed equipment loads and the effect of wind. An asbestos report is not structural approval; request separate written conclusions.

How should you assess mounting and future maintenance?

Ask for the proposed work sequence and access plan, rather than choosing a fixing product from an online description. HSE places avoidance of work on fragile surfaces ahead of controlling remaining risks [S2]. Ask the designer how inspection, fault finding and eventual panel removal will be done as well as installation.

Give the engineer the full design, including panels, mounting equipment and cable containment. If someone proposes an alternative mounting system, ask them to show how loads reach the supporting structure and how the asbestos material is protected. This is an assessment request, not an endorsement of any particular method.

Ask the contractors to explain how people below are protected and how work areas will be isolated from normal business activity. HSE expects clients and contractors to cooperate over fragile-roof work [S2]. Discuss deliveries, staff access and stock protection before agreeing the programme. A quiet trading period alone is not a work plan.

Should you replace the asbestos roof before installing solar?

Compare complete project scopes. Retaining a roof may leave future roof work intertwined with solar equipment. Replacing it changes the construction scope and may require business interruption. A different roof or solar location may avoid working on the suspect area. These are options for site assessment, not conclusions that removal is always legally required.

Option to assess Evidence to request
Retain and manage the existing roof Condition, structural and asbestos work assessment
Replace roof, then install solar Coordinated removal, new roof and installation scope
Use a different building Its own structural and electrical assessment
Consider a carport Parking, structure, planning and grid assessment
Consider ground-mounted solar Land, planning, access and connection assessment

Ask the project team to price comparable scopes, including access, professional surveys, roof work, solar installation and future maintenance. We have not verified a standard commercial asbestos removal price. A figure for a domestic garage is not a quotation for your occupied warehouse or farm building.

Compare carports and rooftop solar and ground-mounted solar. Ask your council which planning permissions apply to the actual alternative; moving panels does not remove the need for a planning check.

Who can remove asbestos roof materials and handle the waste?

Do not infer the contractor requirements from the word cement alone. HSE explains that some asbestos work is non-licensed, but classification depends on the material, condition and work. Some non-licensed work is notifiable, and the workers still need suitable training and controls [S4]. Ask the asbestos contractor to document its assessment before the main contractor sets a programme.

In England, asbestos is identified as hazardous waste in government business guidance [S5]. Ask who arranges the authorised carrier, receiving site and relevant records. Have the contractor identify the applicable rules for Wales, Scotland or Northern Ireland instead of applying an English waste procedure across the UK.

For Northern Ireland survey planning, HSENI provides its own guidance on survey types and the dutyholder’s responsibilities [S6]. Bring it into your project brief. For legal duties and lease allocation, check with your solicitor; specialist assessment and site-specific work planning remain essential.

Are grants available for roof replacement or asbestos removal?

Do not include an unconfirmed grant in the project budget. We have not verified an award covering your roof replacement or asbestos removal. Ask the council or scheme administrator for the published eligibility, eligible work and application timing before treating support as available. Ask whether starting work or paying a deposit changes eligibility.

Keep survey, roof and solar prices separate so any funding application can identify the relevant scope. Ask your accountant to review tax treatment. Before paying a solar deposit, agree what happens if the survey rules out the proposed roof, including survey charges, redesign and cancellation terms.

What should you do next?

Gather the asbestos records, roof drawings and maintenance history. Read how we work, then get matched with an installer that covers your area. Say at the outset that asbestos is suspected or recorded, so the proposal includes the necessary specialist assessment before installation is priced.

Piggy Pineapple Ltd operates this referral service. We refer enquiries to installer partners and may be paid a fee. Our owner holds shares in at least one partner. Before sharing details, we name the proposed partner and explain whether our owner holds shares in it.

Common questions

Can appearance alone confirm whether roof sheets contain asbestos?

No. HSE says confirmation requires sampling and analysis. Use a suitably trained person for sampling and an accredited laboratory for analysis; do not send staff onto the roof to collect a piece [S1].

Is an old management survey enough for intrusive roof work?

Check its scope. A management survey concerns normal occupation; a refurbishment survey identifies materials affected by structural work. Give the surveyor the actual solar and roof-work proposal [S1].

Does non-licensed asbestos work still require training?

Yes. HSE requires the correct level of information, instruction and training, alongside risk assessment and appropriate controls. Ask the contractor to explain its work classification and training [S4].

Is a short maintenance visit exempt from fragile-roof precautions?

No. HSE requires effective precautions for work on or near fragile surfaces regardless of duration. Include access for inspection and repair in the design before accepting the installation [S2].

Can asbestos sheets go in the normal business waste skip?

Do not mix them into ordinary waste. GOV.UK identifies asbestos as hazardous waste in England. Agree the authorised waste route and documentation with the removal contractor; other nations have separate rules [S5].

Which body should a Northern Ireland site use for survey guidance?

Use HSENI's asbestos survey guidance. It identifies management and refurbishment or demolition surveys and explains the dutyholder's role. Ask your competent surveyor to scope the proposed roof work [S6].
